Rail boss to head landlord-tenant mediation service

The Dispute Service (TDS) – a government approved organisation mediating in tenant-landlord disputes – is to get a new chief executive.

Incumbent Steve Harriott will retire at Christmas after sixteen years.

A statement from the organisation says: “Steve has led TDS through a sustained period of growth and transformation, establishing the organisation as a trusted, government-approved provider of tenancy deposit protection schemes across the UK. 

“Under his leadership, TDS has safeguarded millions of tenancy deposits, strengthened its dispute resolution services, and built a strong reputation for fairness, innovation and customer-focused delivery.

“During his tenure, Steve has overseen major advances in digital capability, service expansion and stakeholder engagement, ensuring TDS remains at the forefront of the private rented sector.”

He’ll be replaced by Jacqueline Starr, currently chief executive of the Rail Delivery Group, a body representing Britain’s rail industry and responsible for key national services including ticketing, customer information and industry transformation. 

She has in the past held leadership positions with Barclays, O2 UK and Orange France.

She “says: I am honoured to be appointed as the next CEO of TDS. The organisation plays a vital role in the private rented sector and has built an exceptional reputation under Steve’s leadership. 

“I am excited to be joining such a dedicated team and look forward to building on the strong foundations that have been established, continuing to innovate and deliver excellent services for customers and stakeholders.”
